A Whois service provides a way of finding names and contact details of those who have registered IP addresses, domain names, etc with the approriate authorities.
If you're looking for domain information for COM, EDU, ORG or NET domains, try the InterNIC. The registrar for the GOV domain (US Government) is the GSA. If you're trying to track down a national domain name then you could try consulting the list of national domain registaries provided by NORID (the Norwegian domain registry).
The Global Whois search on offered by NameLead is also useful.
